
Located in the northwest part of Hangzhou Linping Industrial Zone and borders on Tangxi Town in the northwest, Hangzhou Qianjiang Economic Development Zone covers a total area of 23.8 sq.km, which begins from Provincial Highway 09 in the west to Heyu Road in the east and begins from Ningqiao Avenue in the south to the Grand Cannel Road in the north. The starting area with the programmed land area of 5.91 sq. km begins from Xingqi Road in the west to Shunda Road in the east and begins from Ningqiao Avenue in the south to the Kangtai Road in the north. It is planed to extend Xingyuan Road to No.09 Provincial Highway.
With Xinghe Road and Xingyuan Road as the boundary, layout structure as “one centre, two axes, four sections and five parks” was formed in the Development Zone.
“One centre” means the public main centre which relies on the green land of the garden to arrange for the public facilities including administrative office, management, commerce, business and finance, cultural entertainment and R&D training etc. and furthermore radiates service to the ambient area.
“Two axes” means the public construction development axis and industry development axis formed a “CROSS” by relying on the main roads Xinghe Road and Xingyuan Road.
“Four sections” means the four living supporting residential section. Relying on the township of Tangxi Town and Loquat Garden Leisure land in “West Pacific” to form Tangxi Residential Section; reserving the rural residential land to combine with planned residential land at the south side and form the Quanzhang Residential Section; programming Hangnan Residential Section at the west of Heyu Road and the south of Yunxi Road; and settle the rural resident at south of Xingyuan Road and east of No. 09 Provincial Highway to form Zhujiajiao Residential Section.
“Five parks” means five industrial parks, of which the mechanical & electrical integration industrial park is at the south of Xingyuan Road and the west of Xinghe Road; the mechanical & electrical and package industrial parks cover the two sections, one is the west of Xinghe Road and another is the east of Xingguo Road and north of Yunxi Road; the new material and new energy industry parks also cover two sections, one is at the east of Xingge Road and south of Xingyuan Road, another is at the east of Xingge Road and north of Xingyuan Road. |
Design for the Public Main Central City


The public main centre reaches Shunfeng Road in the east, Xingzhong Road in the west, Kangtai Road in the north and Kangxing Road in the south. It is the core section of the Development Zone, standing at the centre of the Development Zone with a planned coverage around 1.61 sq. km. The programming orientation of this center is to be a comprehensive top-ranking public center in Hangzhou Qianjiang Economic Development Zone integrating public facilities such as commerce affairs (including technology incubation), office working, business, leisure & entertainment, inhabitancy. It is the highland of Economic Development and the high output area of economic benefit in the Development Zone.

Special Planning
1. The planning time limit: the year to fix the existing level year is 2003, the year for the short-term planning level is 2005 and the long-term is 2010.
2.Target of flood control: the flood control standard is to prevent the flood occurring once only within 50 years.
3. Drainage of stagnant water standard: the built area and the planned urban area are able to in 24 hours discharge the 24-hour rainstorm that occurs once only in 20 years and is free of drowning.
4.Drainage standard: the 24-hour continuous rainstorm can be discharged within 24 hours in the built area and the planned urban area even the rainstorm occurs once only in 20 years and is free of drowning.
5.With the precondition that requirements for flood control and drainage is met, make planning for the water system layout in the river channel and project size of the main river channel according to the land plot layout and function requirements.

Road Network Planning

The road planning in the Development Zone has formed the road transportation network skeleton as “six vertical and six horizontal”.
Main roads: “six vertical” refer to Shunda Road, Shunfeng Road, Xinghe Road, Xingzhong Road, Xingguo Road and Xingqi Road; “six horizontal” are Grand Cannel Road, Yunxi Road, Kangtai Road, Xingyuan Road, Kangxin Road and Ningqiao Avenue.
The east-west direction main road links No. 09 Provincial Highway and the east linkage line which efficiently connects the communication between the public centre in the Development Zone and the supporting service centre in Linping Industrial Zone.
The east-west direction main road directs the traffic vehicles to the south-north direction main road, and directs the living vehicles to the public facility centre. The external traffics are mainly directed to No. 09 Provincial Road and No.320 National Road through the south-north direction main road.

Planning for Housing Points

Aiming at the status that there are more rural residential sections with disrupted distribution in the Development Zone, in order to improve the overall image of the park, united resettlement will be made for rural residential sections. In comprehensive consideration of the factors such as administrative division limit and the villagers’ intention of removal, rural residential land will be arranged in the residential land of the Development Zone. At present, mainly Zhujiajiao Community and Quanzhang Community are under development and construction. |
