Management Committee in the Development Zone regards “establishing the zone by environment” as their target, gives full play to the late-mover advantage as per the “four-high” requirements, that is, “programming at high starting point, investing with high strength, constructing under high standard, managing with high efficiency”, they paid extra attention to high starting point, systematic nature and forward looking of programming. In the same time, the Committee does a good job in environmental pleasantness and eologicalization, emphasize the construction of human cultural sights and environment, and gives prominence to the “wetland culture”. According to the requirements of ecologicalization and humanization, with two main characters as “business starting & struggle” and “ease & leisure”, the Development Zone becomes not only the paradise for the entrepreneurs, but also a pleasant place for ecology and leisure.
Infrastructures in the Development Zone are constructed by high standard of “eight connections and one leveling”. Pipelines for the water supply, sewage, rain water, fuel gas, electric power, communications, CATV and street lamp, etc. are buried under ground. Standard industrial workshops are built in the Development Zone to reduce investment cost, which are equipped with kinds of infrastructures such as electricity, water, and communications, etc.; and also perfect property management. Investors can either hire or purchase the workshops in order to form productivity within the enterprise in a short time.
Besides, the Public Main Center which provides supporting services in the Development Zone is also under accelerative construction. The programming orientation of this center is: to be a comprehensive top-ranking public center in China integrating public facilities such as commerce affairs (including technology incubation), finance, office working, business, leisure & entertainment, inhabitancy, medical treatment, health, and public transit transfer hub, etc. The service facilities in the Public Main Center can be divided into two classes based on their functions: one is basic supporting services, mainly include the services which can meet the basic requirements of production and living inhabitancy in the zone, for example, living services, cultural entertainment, administrative management, and business & finance, etc. It is advisable that scale can satisfy its service range, that is to say, the public facilities should be “refined and comprehensive”. The other one is intermediate public service, such as commercial office establishments, study and research center, and training bases, etc. The reporter learned that the comprehensive public supporting project of the Development Zone – Xinbei·Qianjiang International Plaza, locating in the business core of Public Main Center with a coverage of 64mu, has been set to work, and will be brought into use in succession late the next year.
